Mind your disturbance to people in public

When I travel Japan (same for France),
3 X5 _; T# h8 \# a7 YI found that in the train, people avoid to LOOK others with curiorsity.
$ H+ Z2 E3 e2 k2 D. eBecause their vision can DISTURB other people and it is very IMPOLITE to LOOK at other unknown passengers.

Howeverm I catch MTR/train in HongKong, people dont have this concept at all,
. m! Y. S: n3 ~6 Land I found it very annoying, people just looking around on others.
