Mind your disturbance to people in public

When I travel Japan (same for France), $ t5 _' G3 x5 q( a) j6 X5 Q* H: H
I found that in the train, people avoid to LOOK others with curiorsity.
5 s' Z0 e" {2 R- e  ABecause their vision can DISTURB other people and it is very IMPOLITE to LOOK at other unknown passengers.
  D6 K# K# ~7 v& a  L0 H" U1 k0 G' y1 E( |& \$ e
Howeverm I catch MTR/train in HongKong, people dont have this concept at all,! s5 Z; r& g* N& ]0 [) |: y3 m- ?5 f
and I found it very annoying, people just looking around on others.
