Mind your disturbance to people in public

When I travel Japan (same for France), 3 p# N4 I* p, W/ H5 ~5 }
I found that in the train, people avoid to LOOK others with curiorsity.
$ c1 Q6 i/ Q' M8 d4 IBecause their vision can DISTURB other people and it is very IMPOLITE to LOOK at other unknown passengers.
/ U% ?' z5 W( v4 J: c; K3 H4 T: H$ [( N" R9 v" C/ ^! @% ?7 d
Howeverm I catch MTR/train in HongKong, people dont have this concept at all,; b' K4 l1 X5 i+ h+ v
and I found it very annoying, people just looking around on others.
