it's because you need to walk a step up when you catch a bus

The first photo is Dennis Trident 12M, with Citybus,one of the low platform bus model/ a* Z% @7 T) ]5 V6 g' g# E  F
The second one is Leyland Olympain 12M, with "platform bus"& J5 T( W. I0 ]
See clearly, that's 2 step if you go inside the bus.
