Mind your disturbance to people in public

When I travel Japan (same for France), ; `; I* a) ^. \! o
I found that in the train, people avoid to LOOK others with curiorsity.
$ E1 a4 x# t/ [  k3 ?& @& H- IBecause their vision can DISTURB other people and it is very IMPOLITE to LOOK at other unknown passengers.  A- [, _9 \4 [7 Y- X
; _$ w6 L. y  Z
Howeverm I catch MTR/train in HongKong, people dont have this concept at all,
5 i% P9 S6 F/ f% f( ~0 mand I found it very annoying, people just looking around on others.
