Mind your disturbance to people in public

When I travel Japan (same for France), 8 z9 B* u6 E6 v% h# F' W. J
I found that in the train, people avoid to LOOK others with curiorsity.
% {2 [, q. J: @2 L8 cBecause their vision can DISTURB other people and it is very IMPOLITE to LOOK at other unknown passengers.3 I' O  T2 J5 D2 j" P

and I found it very annoying, people just looking around on others.
