They must have entered HK using their HK ID card as HK residents. Joint the tour from HK , so technically Canada Government has nothing to do with this matter.

No , they are not 二等公民 . They have chosen not to use their Canadian Passport to enter HK as Canadian tourist. By law everything happened while their staying is under HKSAR law

始終佢地都係join本地團去菲國, 如果佢地跟加拿大團去, 而加國政府置之不理就話jeh..
