well....Okafor's stats have been pretty impressive, and much better than Gordon if we despite Gordon's 4th quater contribution
so i'd say it's fair to have Okafor being Rookie of the Year

On the other hand, what Hero3 said was right as well, Okafor's not gonna be a superstar like Duncan/ Malone/ KG ..etc., but he still have room for improvement, so maybe he can make it, who knows
