HK government is not trying to make up a rule to put the students in jail.

' ]5 l2 O+ [4 Q$ U8 }I agree with you that the students who take drugs can find out a lot of methods to get around the rule. (ex. skipping the class)

& i$ Z: r1 c: I' F# V3 n0 y/ s# HHowever, if they really do that, at least the teachers, other students and their parents would realize who the ones that are having the drug problem right now.

The only issue that I see here is that, instead of randomly picking up students to do the test.
, g( Y4 \( C7 Z) [ m6 CThe government should force every student to take the test (it should be a standard for all schools and all students so that it is fair for everyone).

However, I understand the government will not have enough money or resources to do take action on it. |
