Mind your disturbance to people in public

When I travel Japan (same for France),
0 k6 v$ Z- U5 n, H. a3 xI found that in the train, people avoid to LOOK others with curiorsity.
7 d/ S1 \. G  w, v# GBecause their vision can DISTURB other people and it is very IMPOLITE to LOOK at other unknown passengers.

! e( b1 [8 H! H) l) KHoweverm I catch MTR/train in HongKong, people dont have this concept at all,+ U8 O6 w! K9 |5 ?
and I found it very annoying, people just looking around on others.
