When I travel Japan (same for France),

" N; k; e: u& u: @6 {/ EBecause their vision can DISTURB other people and it is very IMPOLITE to LOOK at other unknown passengers.

  j2 y! z# r4 J" p' C( GHoweverm I catch MTR/train in HongKong, people dont have this concept at all,
