Mind your disturbance to people in public

When I travel Japan (same for France),
! j) Y7 j# y- y' r: _7 r+ T' _I found that in the train, people avoid to LOOK others with curiorsity.  ?# m3 D& P2 k8 r* i/ ?
Because their vision can DISTURB other people and it is very IMPOLITE to LOOK at other unknown passengers.

Howeverm I catch MTR/train in HongKong, people dont have this concept at all,: D7 J0 a# b5 m' _& {# q
and I found it very annoying, people just looking around on others.
