I feel hopeless for this 'rules'

I got no idea why Fifa tries to run this...

I believe that GK referee will be in deep troubles
Cos
1) they don't involve a lot in the game, so they may lost their concentration easily
2) What's about the wages for this referee? same as linesmen?

This rules will make referees' job more complex and harder
We are blessed that we can watch sports, to do many things...
