Mind your disturbance to people in public

I found that in the train, people avoid to LOOK others with curiorsity.
x6 e4 s) j0 S. _Because their vision can DISTURB other people and it is very IMPOLITE to LOOK at other unknown passengers.5 k9 V9 K q2 F( }

Howeverm I catch MTR/train in HongKong, people dont have this concept at all,
; T! ~8 r5 V* P% U+ nand I found it very annoying, people just looking around on others.
