Mind your disturbance to people in public

I found that in the train, people avoid to LOOK others with curiorsity.
/ y' P+ @2 g1 R1 U2 eBecause their vision can DISTURB other people and it is very IMPOLITE to LOOK at other unknown passengers./ G" J6 P% t/ G
8 E; k1 a+ y: J9 G4 m& p( s fHoweverm I catch MTR/train in HongKong, people dont have this concept at all,- e8 Q/ m0 D3 Q; @) J
and I found it very annoying, people just looking around on others.
