When I travel Japan (same for France),
( `! P! s2 n8 y3 ~, C) x, R4 r9 R- p8 cI found that in the train, people avoid to LOOK others with curiorsity.9 `5 P9 ?- C% v; X2 t7 W! v
Because their vision can DISTURB other people and it is very IMPOLITE to LOOK at other unknown passengers.

Howeverm I catch MTR/train in HongKong, people dont have this concept at all,0 i' V$ u; ^+ D$ z0 f
and I found it very annoying, people just looking around on others.
