Mind your disturbance to people in public

When I travel Japan (same for France),
1 `. Q7 I8 @# l4 A; p6 |8 ]I found that in the train, people avoid to LOOK others with curiorsity.
$ i* E: t# e: g3 W. BBecause their vision can DISTURB other people and it is very IMPOLITE to LOOK at other unknown passengers.
3 @! o# }5 F9 f, _: c% v! [- l. v: w8 s7 ?7 Z
Howeverm I catch MTR/train in HongKong, people dont have this concept at all,
1 e" W4 U& n* l. Q1 H% Q$ eand I found it very annoying, people just looking around on others.
