HK government is not trying to make up a rule to put the students in jail.
* N7 N9 V: W( ZThis rule is to scare the students and prevent students from taking drugs.1 r3 T! n, E; [5 a W5 g, d' N6 S7 ^
* v( X; ^2 f% s$ YI agree with you that the students who take drugs can find out a lot of methods to get around the rule. (ex. skipping the class)* d$ Y! g0 M+ ^8 V

Remember, no one in the world is trying to proof the students that they take drugs.# J- ?, g% {1 V3 |# u, j) V0 I
People are trying to prevent them from taking drugs.9 H( e6 ^7 \, c

/ H# Q6 p8 J' \5 D9 `The government should force every student to take the test (it should be a standard for all schools and all students so that it is fair for everyone).# [. J( W, r0 X2 e( P
