i think its by law that they cannot grant the money to a illegal gambler, since casino is a legit busines over there, all casino should follow some sort of government regulation.

Think about this way, if you mistakenly employ an illegal immagrant worker and u found it out afterward, you are not supposed to pay him any salary otherwise u are "employing" them "illegaly"
