A few days ago, a person was recharging his cell( P2 ~/ |9 C0 ]% o. f! L
phone at home. Just at that time a call came and he" C* \5 t8 i" N0 m, b2 E
answered it, with the instrument still connected to: b; Y: i6 x" d0 g
the outlet. After a few seconds electricity flowed

was thrown to the ground with a heavy thud.

This couldn't be true.  You might have a chance of getting yourself burnt if a bad battery so happens to explode.  But there's no way you'd get an electric shock.  This is a just cellphone charger, how many volts do you think it outputs?   Where did you get this information from?
