Mind your disturbance to people in public

When I travel Japan (same for France),

Because their vision can DISTURB other people and it is very IMPOLITE to LOOK at other unknown passengers.+ ~0 W% q6 g. ]* {+ q  B$ E# A
7 q$ W7 M/ M5 \: ]
Howeverm I catch MTR/train in HongKong, people dont have this concept at all,9 x- H9 v+ @. ?* V
and I found it very annoying, people just looking around on others.
