HK government is not trying to make up a rule to put the students in jail.

I agree with you that the students who take drugs can find out a lot of methods to get around the rule. (ex. skipping the class). d- I1 w5 K# G& m) `

However, if they really do that, at least the teachers, other students and their parents would realize who the ones that are having the drug problem right now.6 I" F' @ S. h

Remember, no one in the world is trying to proof the students that they take drugs.# T) J" ]" h/ Z( a- Z, s6 A, D- K
People are trying to prevent them from taking drugs.5 K e' l- U8 } j- h

The only issue that I see here is that, instead of randomly picking up students to do the test.
8 [1 j& O g2 W6 ?The government should force every student to take the test (it should be a standard for all schools and all students so that it is fair for everyone).

However, I understand the government will not have enough money or resources to do take action on it. |
