When I travel Japan (same for France),
$ @. |% ^; l  D2 XI found that in the train, people avoid to LOOK others with curiorsity.) Q7 y# |4 t1 m7 M( V% H* l: g' S' l
Because their vision can DISTURB other people and it is very IMPOLITE to LOOK at other unknown passengers.

and I found it very annoying, people just looking around on others., b5 z/ o+ T; Z; P; O, p! r5 t9 E
