Mind your disturbance to people in public

When I travel Japan (same for France), 4 Q- m8 O5 Y0 o! b, g/ w
I found that in the train, people avoid to LOOK others with curiorsity.0 q% P3 @' n; j5 |1 p- x+ u: ^
Because their vision can DISTURB other people and it is very IMPOLITE to LOOK at other unknown passengers.
