Well, to be honest, I think this case and the charge don't make any sense.

You can't use the reason that the (paper is too thin) to charge the retail store.1 p9 F! A; W' z1 G

Eg. For example, if there is importing food that is infected or posioned, will they charge and punish the retail seller or the manufacturer?( u$ |( Q5 J* o, y$ v: O, U
The worst case is to ask the retail seller to stop selling such products and return them back to the manufacturer.
